Burien puts its main check on the contractor, not the concrete. Under the city's permit rules, every contractor needs a Washington State license and a City of Burien endorsement through the state Department of Revenue, and has to prove both before any permit is issued. Working unlicensed is a misdemeanor under Burien's code.

So the first thing to ask anyone quoting a Burien job is whether they have that endorsement. After that come the rules on grading, recently paved streets and work at the curb. Tell us about the job and we'll pass it to one local concrete removal contractor. It costs you nothing.

The contractor check comes first

Burien's permit center makes the license and endorsement a condition of issuing a permit, citing Burien Municipal Code 5.05.210. The code sets a criminal penalty of 90 days' imprisonment, a $1,000 fine, or both for working unlicensed. That's the contractor's risk, but a job that stalls because the permit can't be issued is yours. Ask for the endorsement before you compare prices.

Burien takes permit applications only through MyBuildingPermit, and any utility application has to be approved by your utility provider before you submit.

When flatwork stays exempt, and when grading changes that

Burien's list of work exempt from permits includes sidewalks and driveways that aren't part of an accessible route. Removing or replacing a private driveway or patio usually doesn't need a building permit for that reason.

Grading is where the exemption runs out. Burien exempts excavation under 50 cubic yards only when it's also less than 2 feet deep and doesn't leave a cut slope steeper than 2 horizontal to 1 vertical. Fill must be under 50 cubic yards, less than 1 foot deep and on ground flatter than 5 to 1. A flat driveway swap stays well inside that. A patio cut into a slope, or a yard regraded after the slab comes out, may not. Ask the contractor how deep they plan to dig and whether they'll be building the ground back up.

Work at the street: right-of-way permits and no-cut streets

Anything that disturbs the city right-of-way, such as an apron, curb or sidewalk, needs a Burien right-of-way permit. The 2026 fee table sets a base fee for a Type C "Disturbance of City Right-of-Way" permit that includes up to two inspections, with each extra inspection charged on top.

Burien also publishes a map of streets paved within the last five years, which it calls the "5 Year or Less No Cut Streets Map". If your driveway meets one of those streets, check the map before planning any work that would cut into the new pavement, and raise it with the city early. The city's permit center lists the map alongside its right-of-way documents.

Getting the debris away

Burien is inside King County's solid waste service area. The nearest county station is Bow Lake, at 18800 Orillia Rd S in Tukwila, which allows vehicle-and-trailer combinations up to 40 feet. County C&D rules turn away dump trucks and dump trailers unless C&D is under 20% of the load, so full contractor loads usually go to a private recycler. Our disposal guide lists them.

Questions about concrete removal in Burien

Do I need a permit to replace a driveway in Burien?

Usually not a building permit. Burien exempts sidewalks and driveways that aren't part of an accessible route. Work in the public right-of-way, such as the apron or curb, needs a right-of-way permit, and grading beyond the exemption limits needs its own permit.

What license does a contractor need to work in Burien?

A Washington State contractor license plus a City of Burien endorsement through the Department of Revenue. Burien won't issue a permit until both are verified.

How much digging can I do in Burien without a grading permit?

Excavation is exempt when it's under 50 cubic yards, less than 2 feet deep and doesn't create a cut slope steeper than 2 horizontal to 1 vertical. Go past any one of those and a grading permit applies.

Where is the nearest place to dump concrete near Burien?

King County's Bow Lake station in Tukwila takes small C&D loads from service-area residents, but not dump trucks or dump trailers carrying mostly C&D. Larger loads go to private recyclers.
