In Lynnwood, taking a driveway out is the easy part. Putting the next one in is where the city's engineering rules come in, and a few of them catch owners out. The clearest example: if you remove a circular driveway, the city's design manual says new circular driveways are not permitted.
This page walks through the Lynnwood rules that shape a removal job, from who maintains the approach at the street to what the city asks for before anyone works in the right-of-way. When you have a plan, send us the details and we pass your job to one local concrete removal company, free for you.

Think about the replacement before the old slab comes out
Lynnwood's Engineering Design Manual (April 2023, prepared for the city by RH2 Engineering) sets the rules any new driveway has to meet. A few matter at the planning stage, because they decide whether you can rebuild the same layout you are tearing out.
Circular driveways are the big one. The manual says new circular driveways are not permitted. Revisions to an existing one may be allowed until the site redevelops, but only if the frontage is at least 100 feet, both accesses are on a local street, and the two approaches are at least 40 feet apart, with a sight-distance analysis prepared by a Washington-licensed professional engineer. If you are removing a horseshoe drive completely, assume you are giving it up for good.
- Driveways meet the street at 90 degrees unless the city approves a deviation.
- The maximum driveway profile grade is 15 percent.
- On a local street, the landing at the top can be no steeper than 1 in 20 for its first 20 feet.
- Residential driveways are capped at 20 feet wide in the circular-driveway rules.
The approach at the street is still yours to maintain
The manual is direct: maintenance of driveway approaches "shall be the responsibility of the owner whose property they serve." The same goes for the sidewalk. Citing LMC 12.12.040, it says sidewalks and walkways are maintained by the abutting property owner.
In practice, a cracked apron or a lifted sidewalk panel in front of a Lynnwood house is the owner's job to fix, and that work sits in the public right-of-way.
What the city asks for before work in the right-of-way
Lynnwood handles this through a Right-of-Way Use permit, applied for through Development and Business Services at 20816 44th Avenue West. Its submittal checklist asks for a site plan, details of all proposed driveways, an erosion control plan, a traffic control plan, and a plan for final site restoration. It also says no open cutting of fully improved streets is allowed without Public Works approval.
One note on the checklist reads that all plans must be prepared, stamped and signed by a Washington-licensed civil engineer. It is written for development projects. Before you budget for an engineer on a simple apron replacement, ask DBS (425-670-5400 or deveng@lynnwoodwa.gov) what they need for your job.
Call 811 before the saw cuts
The same checklist makes the applicant responsible for calling the Underground Location Center at 811 at least 48 hours before work starts. Driveway aprons and sidewalks run over service lines, so this one is not optional, even for a small job.
Where the debris goes
Snohomish County runs the Southwest Recycling and Transfer Station in Mountlake Terrace. The county does not treat concrete as ordinary garbage, so call before you haul a load yourself. Most owners have the removal company take the debris as part of the job.
